Indian Railways Approves ₹736 Crore Safety and Infrastructure Package

On September 19, 2026, indian railways approved a strategic investment package totaling ₹736 crore aimed at modernizing safety systems, upgrading power traction, and improving road-rail connectivity. This initiative represents a shift toward creating "Kavach-ready" infrastructure, where advanced signaling and power upgrades serve as the foundation for the full rollout of India's indigenous Automatic Train Protection (ATP) system.

Kavach 4.0 and Signaling Modernization

The centerpiece of the approval is the deployment of Kavach Version 4.0 in the Lucknow Division of the North Eastern Railway. With an allocation of ₹252 crore, the system will be installed across 607.7 route kilometers. Kavach is designed to prevent collisions and "signal passing at danger (SPAD)" by automatically applying brakes when necessary [1].

To support this ATP system, a ₹209 crore project has been sanctioned for Electronic Interlocking (EI) at seven key stations in the Solapur Division of Central Railway. These stations include:

• Mohol, Mundhewadi, and Bale
• Hotgi Junction-Hotgi A Cabin and Shahabad

By replacing conventional relay-based systems with computer-based EI, the railways can implement Centralised Traffic Control (CTC) and Automatic Block Signalling (ABS) more effectively, reducing fault detection time and improving reliability [2].

Traction Upgrades and Road Connectivity

Beyond signaling, the ministry is addressing power capacity and urban congestion. A ₹142 crore upgrade is slated for the Savalyapuram-Guntur section of the South Coast Railway. This project will upgrade the electric traction system from 1x25 kV to 2x25 kV across 146 track kilometers. This section is a critical part of "HUN Route 8," which connects Vasco, Gadag, Guntakal, Nandyal, Savalyapuram, Guntur, and Vijayawada [1].

In Gujarat, a ₹133.23 crore four-lane Road Over Bridge (ROB) will be constructed on the Udhna-Ukai Songadh section of Western Railway to replace Level Crossing No. 53. This project is a 50-50 cost-sharing venture between the central government and the Gujarat state government.
