PhpStorm fails to start after in-place upgrade: safe rollback without losing settings

After an in-place PhpStorm upgrade, the IDE no longer starts reliably, and I need to return to the previous build. My understanding is that JetBrains stores configuration, plugins, caches, and logs in version-specific directories (e.g., ~/.config/JetBrains/PhpStorm<version> on Linux, with equivalent paths on Windows and macOS), so the prior version's settings should still exist on disk.
I want to avoid deleting the entire JetBrains directory, since the config folder holds settings I need to keep. I also edited custom VM options via Help > Edit Custom VM Options at some point, and I understand a stale .vmoptions file is a common reason an upgraded IDE fails to launch. The Toolbox App appears to retain older builds for side-by-side installation, which seems like the intended recovery path.
The part I cannot resolve is plugin state: several third-party plugins were updated for the newer build, and there seems to be no automatic downgrade of plugin versions when rolling back. I am unsure whether the downgraded IDE will refuse to load them, silently disable them, or misbehave.
.vmoptions file before or after reinstalling the previous build?31775 reputation · 30 Aug 2024, 19:33 UTC
JetBrains stores each IDE version’s configuration, plugins, caches and logs in a version‑specific directory (e.g. ~/.config/JetBrains/PhpStorm2024.2 on Linux/macOS or %USERPROFILE%\\AppData\\Roaming\\JetBrains\\PhpStorm2024.2 on Windows). An in‑place upgrade leaves the older folder untouched, so your settings are still present. The shared plugin directory may contain plugins that were updated for the newer build; JetBrains will disable any plugin that is incompatible with the running IDE version. A stale .vmoptions file (custom VM options) lives inside the version‑specific config folder and can prevent the IDE from launching if it contains options not understood by the older build.
mv ~/.config/JetBrains/PhpStorm<newVersion> ~/.config/JetBrains/PhpStorm<newVersion>.bak%USERPROFILE%\\AppData\\Roaming\\JetBrains\\PhpStorm<newVersion> to ...\\PhpStorm<newVersion>.bak# Linux/macOS
rm ~/.config/JetBrains/PhpStorm<newVersion>/phpstorm64.vmoptions
# Windows
del "%USERPROFILE%\\AppData\\Roaming\\JetBrains\\PhpStorm<newVersion>\\phpstorm64.exe.vmoptions"
PhpStorm<oldVersion>) and your settings, plugins and caches should be intact.~/JBServices/PhpStorm/plugins or %APPDATA%\\JetBrains\\PhpStorm<oldVersion>\\plugins) to force a fresh plugin cache, then restart. JetBrains will recreate the folder and load only compatible plugins.File → Manage IDE Settings → Export as a backup, but copying the old config folder directly is more reliable when the IDE starts only intermittently. If you are unsure whether the failure is due to the VM options file or a plugin, let me know which operating system you are using (Linux, macOS or Windows) so I can confirm the exact paths for the config and plugin directories.
