Okta API rate limits per authorization server: how do 429 responses interact with concurrent clients?

I'm designing an integration that calls Okta APIs (Users and OAuth 2.0 token endpoints) from multiple worker processes against a single org, using one custom authorization server. My understanding from the documentation is that rate limits are enforced per endpoint and per authorization server, and that exceeding them returns HTTP 429 with a Retry-After header.
The unresolved part for me is how the budget is actually shared. If several workers hit the same endpoint concurrently, does each 429's Retry-After value reflect the org-wide bucket state, so all clients should back off for the same window? Or can one aggressive client starve the others by consuming the shared limit?
I also want to confirm whether raising the threshold via a rate limit policy on the authorization server affects only OAuth endpoints (e.g., /token, /authorize) or also management API calls like /api/v1/users, which I believe are governed by separate org-level limits.

When several worker processes hit the same Okta endpoint at the same time, the quota is shared across all callers. The Retry-After value in a 429 response reflects the state of that shared bucket, so every client that receives a 429 will see the same back‑off window.
/token, /authorize) and a separate org‑wide bucket for management APIs (e.g., /api/v1/users). The buckets are independent of each other.X‑Rate‑Limit‑Remaining or similar headers in normal responses. The only throttling feedback is the 429 status and the Retry-After header.Retry-After header (seconds). Sleep for that duration (or a bit longer to be safe) before retrying. Because the header is shared, all workers will back off for the same window, preventing one aggressive client from starving the others.Retry-After value. This audit trail helps confirm that the shared bucket is behaving as expected and gives you data to fine‑tune burst handling./api/v1/users or other management endpoints; those limits are hard‑coded per plan.Could you let me know which Okta plan you are running (e.g., Developer, Enterprise, or a custom plan)? The exact quota numbers differ by plan, and knowing that will help fine‑tune the back‑off strategy.
