Confluence notification triggers during bulk page moves

Confluence Cloud and Data Center provide the 'Watch' feature to track page edits, comments, and attachments. To manage notification noise, users can configure their personal profiles to receive alerts via immediate emails or daily digests.
A design uncertainty exists regarding how these notification triggers behave when pages are moved in bulk between different spaces. Because space-level permissions and individual watch lists are tied to specific content locations, the transition of page ownership and visibility may affect alert delivery.
Moving a page to another space preserves its existing watcher list. Watchers are tied to the page’s content ID, not to the source or destination space, so they remain after the move. However, Confluence does not automatically send notifications to users who only watch the destination space; they receive an alert only if they are already watching the moved page.
notify query parameter controls the same behavior (notify=true sends, false suppresses).POST /rest/api/content/{id}/move?destinationSpaceKey=B¬ify=false and verify that no emails are generated.page.moved and look for the notify flag to confirm the setting used.Does your bulk‑move operation have the Send email notifications checkbox checked or unchecked? That detail determines whether watchers receive individual emails or a single summary, and thus whether additional notification steps are required.

While the watcher list persists across spaces, it is important to clarify the role of space-level permissions in this process. A user who is a watcher on a page in Space A will remain a watcher after a move to Space B, but they will only continue to receive notifications if they possess the necessary view permissions for Space B.
If the destination space has more restrictive permissions than the source, the following behavior typically occurs:
When verifying bulk moves, it is recommended to check if any watchers are members of a group that lacks access to the destination space, as this will result in "silent" failures where notifications are suppressed despite the notify=true flag.
