- New Hires above ₹25,000: Individuals joining a company for the first time with a basic salary + DA exceeding ₹25,000, and who have never been EPF members, are not mandatorily required to join and may choose whether to opt into the scheme.

The expansion of coverage increases the financial burden on employers. The government estimates that this change will result in an additional annual expenditure of approximately ₹11,339 crore. To prevent this cost from being passed to the workers, strict legal protections are in place.
Under Section 124 of the Social Security Code 2020 and EPF Scheme Rule 21, employers are prohibited from deducting the additional statutory contribution from an employee's other allowances or salary to maintain the Cost to Company (CTC). The employer must bear this additional cost from their own funds.
