What Is Dearness Allowance (DA)?
Dearness Allowance is a cost‑of‑living adjustment paid to central government employees and pensioners. It is calculated from the last 12 months of the All India Consumer Price Index for Industrial Workers (AICPI‑IW) as approved by the 7th Pay Commission.
Recent Cabinet Meeting Outcome
On 6 October 2026 the Union Cabinet reported that no decision was taken on a DA hike. Employees had been expecting a 3 % rise, which would bring the total DA to 63 % and take effect from 1 July 2026, but the announcement remains pending.
Variable Dearness Allowance (VDA) for Minimum Wages
The Labour Bureau revises the VDA every six months to keep minimum wages inflation‑linked. The latest order, issued on 30 September 2026, makes the VDA effective from 1 October 2026 and raises the minimum daily wages for several categories of workers.
| Worker Category | Area A | Area B | Area C |
|---|---|---|---|
| Unskilled Construction | ₹840 | ₹704 | ₹565 |
| Unskilled Agriculture | ₹537 | ₹491 | ₹486 |
| Highly Skilled Construction | ₹1,111 | ₹1,024 | ₹933 |
| Highly Skilled Agriculture | ₹705 | ₹655 | ₹587 |
These rates combine the basic minimum wage with the revised VDA. For example, an unskilled construction worker in Area A receives a total of ₹840 per day.
Implications for Workers and Employees
- Central Employees: Await the Cabinet’s final decision. If the 3 % hike is approved, the new DA will be reflected from 1 July 2026.
- Minimum‑Wage Workers: Benefit from the October VDA revision immediately. The higher wages apply to construction, agriculture, loading, sweeping, and other categories covered by the central minimum‑wage framework.
- Financial Planning: Employees should monitor official notifications. The Confederation of Central Government Employees & Workers has requested early announcement to avoid arrears.
In short, while the central government's DA remains undecided, the VDA revision already lifts the wages of millions of unskilled and skilled workers across the country.
