Will Emacs change the default C-x C-f binding to a project-aware file finder?

I use find-file via C-x C-f constantly, and I have seen discussion on emacs-devel about possibly making the default file-finding command project-aware in a future release, rather than relying on users to bind something like project-find-file themselves.
My uncertainty is about the scope of what is actually being considered: would this be a change to the default global binding, a new user option, or just stronger encouragement in documentation? I also cannot tell whether any decision has been reached or whether the thread is still open, since the discussion seems to span multiple release cycles.
I am on Emacs 29.1, where C-x C-f still invokes plain find-file, and I want to know whether building muscle memory and config around the current behavior is safe.
