Set time zone automatically fallback behavior when location service is disabled

Windows 11 provides a Set time zone automatically toggle in Settings > Time & language > Date & time. When enabled, the system is intended to adjust the time zone based on geographic position via the Windows Location Platform.
The feature has a permission boundary tied to location service status and network connectivity. When location data cannot be obtained, the documented behavior is to retain the last manually set zone without prompting for confirmation.
The unresolved design point is the desired behavior under location unavailability, particularly the trade-off between privacy, user control, and consistent time zone handling across consumer and enterprise-managed devices.
Should Windows 11 attempt an IP-based geolocation fallback when the location service is off or unavailable? Should the user be prompted to confirm a manual time zone change in that case? How should the user toggle interact with Group Policy overrides on managed devices?

When the Set time zone automatically toggle is enabled in Windows 11 but location services are disabled, the system retains the last manually configured time zone without prompting for confirmation. This behavior is consistent across Windows 11 versions 21H2 through 24H2.
Windows 11 does not attempt IP-based geolocation as a fallback mechanism when location services are off. The Set time zone automatically feature relies exclusively on the Windows Location Platform, which requires location services to be enabled to function. If location services are disabled, the automatic time zone detection is effectively inert.
Disable location services: Go to Settings > Privacy & security > Location and toggle off location access.
Enable Set time zone automatically: Navigate to Settings > Time & language > Date & time and turn on the setting.
Check current time zone: The system will retain whatever time zone was manually set previously. No prompt or change will occur.
Re-enable location services: The automatic detection will resume functioning once location is available.
On managed devices, Group Policy settings take precedence. Administrators can enforce time zones via:
Computer Configuration > Administrative Templates > Date/Time > Set time zone
Computer Configuration > Administrative Templates > System > Allow time zone automatic changes
These policies bypass user preferences entirely, meaning even with location services enabled, the time zone remains locked by policy.
Microsoft prioritizes privacy and user control over convenience in this design. Rather than silently inferring location from IP (which could expose user location data), Windows 11 requires explicit location service permission. This aligns with privacy-focused defaults but means users must manually adjust time zones when traveling to new locations without enabling location services.
If you need automatic time zone updates without enabling location services, Windows 11 does not provide an alternative. Consider manually updating the time zone when traveling, or enable location services if privacy concerns are manageable.
