Inconsistent focus trapping in Rancher modal dialogs

The Rancher dashboard utilizes numerous modal dialogs for critical operations such as cluster creation and workload modification. While these workflows are functional for mouse users, the keyboard navigation behavior presents significant challenges for those relying on assistive technology.
When a modal is triggered, the focus does not always remain trapped within the dialog container, allowing users to navigate to the background content. Additionally, upon closing a modal, the focus point frequently fails to return to the original triggering element, forcing a complete restart of the page navigation for screen reader or keyboard-only users.
How does the Rancher UI manage focus trapping within nested modals in version 2.x? Is there a documented behavior for ensuring focus returns to the initiating element after a dismissal?
