Exclude from Project vs Power Save Mode for PyCharm Indexer CPU Spikes

I am trying to reduce recurring CPU spikes caused by the PyCharm indexer when my project contains large generated directories (build output, vendored dependencies). Two documented options seem relevant: adding those directories to the excluded list so they leave indexing scope, or enabling Power Save Mode to cut overall IDE overhead. I am unsure which one actually addresses the indexer bottleneck rather than just masking symptoms.
My constraint is that I still need code inspections and refactoring support for the excluded code paths, and I want measurements I can trust. I have read that excluded directories may only drop out of indexing after the next index cycle, which suggests a window where CPU readings could be misleading.
Which approach is the better fit when the goal is specifically lowering indexer CPU load without losing inspection coverage? Does the delayed re-indexing after exclusion mean I should wait for a full re-index before comparing CPU in the Background Processes window? Is Power Save Mode even relevant to indexing, or does it only affect UI and inspection overhead?
