Does Illustrator's Scale Strokes & Effects preference apply per object or per document?

I am trying to understand the exact scope of the Scale Strokes & Effects preference in Adobe Illustrator (Creative Cloud desktop release). From what I can tell, it is a global application-level toggle under the General preferences, not a per-object or per-document setting, which means the same artwork can render differently depending on which machine opens it.
My specific concern is an object that carries stacked Appearance panel attributes — multiple fills, a stroke, and a live effect such as Roughen or Gaussian Blur. When that object is scaled, whether the stroke weight and the live effect parameters scale along with it appears to depend entirely on this single preference. That makes output unpredictable when files move between team members whose preference states differ, and there seems to be no way to lock the behavior into the file itself.
I also want to confirm how this interacts with Document Raster Effects Settings, since raster-based effects are resolution-dependent on top of the scaling question.
Is there any supported way to make the scale behavior travel with the document rather than the user's preferences? Does the preference affect Illustrator Effects and Photoshop Effects differently? And is there a reliable indicator in the UI showing which state a given file was authored under?
