Automatic Tuning default disabled in new Azure SQL Databases

Determine the default enablement state of Automatic Tuning for newly created Azure SQL Databases and clarify the current decision around this setting.
Automatic Tuning offers auto‑index optimization, auto‑repair of query plans, and automatic statistics rebuilds. Elastic pools support the feature, but each database must toggle it individually. Documentation states that new databases are created with Automatic Tuning disabled, requiring explicit enablement by the administrator.
It is not documented whether Microsoft plans to change the default to enabled in future releases, nor is there a pool‑wide toggle that could simplify deployment. Additionally, enabling the feature can temporarily increase resource consumption during index rebuilds, but its effect on overall cost remains unclear.

Automatic Tuning is disabled by default for newly created Azure SQL Databases. Administrators must explicitly enable the specific tuning features—such as Force Last Good Plan, Create Index, and Drop Index—on a per-database basis. There is currently no official documentation indicating a planned shift to an "enabled by default" state for future releases.
Because Automatic Tuning is a database-level setting, there is no pool-wide toggle. When enabled within an elastic pool, the resource impact is as follows:
To prevent transient performance dips when enabling Automatic Tuning, consider these mitigations:
To verify the current status of tuning options for your database, execute the following query:
SELECT name, desired_state, actual_state
FROM sys.database_automatic_tuning_options;
To track the history of actions taken by the engine, use:
SELECT * FROM sys.dm_db_automatic_tuning;
Diagnostic Detail Needed: To provide a more tailored resource recommendation, please specify if your elastic pool is currently operating near its CPU or IO limits during peak hours.
