- Small Merchants: Payments to small vendors (e.g., vegetable sellers) via QR codes are free up to ₹1 lakh per month.
- Small P2M Payments: Any merchant payment up to ₹2,000 is free.
- Essential Services: Payments for రైల్వేలు (railway tickets), telecom, insurance, and fuel are free if the amount is under ₹2,000.
- UPI AutoPay: Recurring payments for OTT subscriptions, electricity, or phone bills.
- E-commerce: Orders made via savings bank accounts on platforms like Amazon or Flipkart.
Potential Impact and GST
While the government maintains that consumers are protected, there are concerns that some merchants might try to indirectly pass these costs to customers for high-value transactions (above ₹2,000). Additionally, the MDR fee itself attracts 18% GST. However, this tax is calculated only on the MDR fee amount, not on the total transaction value [1].
For GST-registered businesses, the impact is minimized as they can claim Input Tax Credit (ITC), effectively making the tax burden near zero. However, small merchants not registered for GST will have to bear the full cost of the fee.
