Searches for policy bazaar spiked in India after PB Fintech, the parent company of Policybazaar, suffered its steepest-ever single-day fall on 25 September 2026. The stock plunged 36%, wiping out around Rs 31,430 crore of market value, after insurance regulator IRDAI released a consultation paper proposing new caps on distributor commissions. This explainer separates the announcement from any final rule and explains what the proposed changes could mean for Policybazaar, insurers, and investors.
What happened on 25 September 2026
PB Fintech shares hit multiple circuit limits during Thursday’s session before ending 36% lower at a 52-week low. The selloff followed IRDAI’s proposal to restructure how insurers compensate distributors such as agents, brokers, banks, and online aggregators. On Friday, shares were trading at Rs 1,150.90, down 4.66% around 12:45 PM, showing the decline extended beyond the initial session. The Times of India reported the fall and the regulator’s overhaul move on 25 September 2026.
The move also dragged down other insurance-linked stocks. Max Financial dropped close to 10%, while HDFC Life and ICICI Prudential Life fell too. ICICI Lombard, a general insurer, rose, suggesting investors were pricing in different exposure to commission-dependent distribution.
IRDAI’s proposed commission caps
IRDAI’s consultation paper, titled “Recalibrating Economics of Insurance Distribution,” proposes commission limits that vary by product, distribution channel, policy size, and selling effort. Key reported proposals include:
- Lower commission caps for banks and brokers compared with agents.
- New business commissions for health and term insurance cut by at least half.
- Commissions on new motor own-damage policies falling to roughly a third.
- Health insurance renewal commissions declining by 50–67%.
- Term insurance renewal commission limit rising from 2% to 7.5%.
Whether the rules would apply only to new policies or also to existing arrangements remains unresolved. PB Fintech reportedly sought clarification from IRDAI on prospective versus retrospective application.
Why the regulator is targeting commissions
IRDAI’s data shows distribution costs have outpaced premium growth. Between FY23 and FY25, life insurance commissions on new business grew 2.25 times against premium growth of 1.28 times. Motor insurance showed an even sharper divergence: premiums rose 34% over that period, while commissions on the same policies rose 259%. The regulator’s paper describes the industry as having become a “high cost and commission-led business.” The Ken’s analysis notes that competition among insurers for distributor shelf space has pushed up selling costs without necessarily lowering premiums for customers.
What PB Fintech may do next
Because Policybazaar earns much of its revenue from distribution commissions, Jefferies warned the proposed rules could materially hurt near-term earnings if implemented in current form. The brokerage estimated the net present value of future payments from PB Fintech’s non-life business could fall to 33–40% of current levels, with a similar expected impact on life insurance. PB Fintech is considering slower hiring, lower marketing spend, conserving cash, and exploring the managing general agent (MGA) model, newer products such as credit life insurance, and possibly setting up its own insurance company. It may also monetise services such as PB Wheels and PB Garages.
What is not yet decided
The IRDAI paper is a consultation document, not a final regulation. Final rules, effective dates, and retrospective application have not been confirmed, and the proposal could be revised after stakeholder feedback. Share price moves are volatile and do not by themselves confirm long-term earnings damage. Investors should await PB Fintech’s own filings and IRDAI’s final guidelines.
