Introduced by the Greater Bengaluru Authority (GBA) in September 2026, this levy is designed to fund the city's digital infrastructure and e-governance services. GBA Special Commissioner (Revenue and IT) Munish Moudgil stated that maintaining high-quality digital solutions involves substantial expenditure, noting that "In building a world-class city, we need world-class software and IT infrastructure." He highlighted the efficiency of technology-enabled platforms, claiming that nearly 12 lakh e-khatas were issued in under two years with a 98% disposal rate.

However, the move has faced significant backlash from both political leaders and citizens. State BJP president BY Vijayendra questioned the transparency and legal basis of the levy, describing it as "looting in broad daylight" on social media. Residents have pointed out the paradox of Bengaluru being known as the "Silicon City," arguing that basic government digital systems should be funded through general taxation rather than separate fees.
