The Andhra Pradesh government has issued critical orders regarding భూమి రిజిస్ట్రేషన్ (land registration), lifting the ban on approximately 9.09 lakh acres of freehold land. This decision, announced in September 2026, aims to streamline property rights for lakhs of farmers and landowners while maintaining strict oversight to prevent illegal transactions.

The move follows a temporary suspension of registrations implemented in August 2024 and a subsequent review by a ministerial sub-committee formed in March 2025. The government's current stance distinguishes between legally converted freehold lands and those obtained through fraudulent means during previous administrations.

Registration Eligibility and Acreage Breakdown

The government has provided a detailed classification of which lands are now eligible for registration and which remain prohibited. A significant portion of the land has been given a "green signal," while others are under investigation.

Key Guidelines for Landowners and Officials

To ensure transparency, the state has introduced several procedural changes for భూమి రిజిస్ట్రేషన్. According to orders issued by G. Sai Prasad, Special Chief Secretary of the Revenue Department, the following rules now apply:

• Webland API Verification: Sub-registrars must now use the latest Webland API to verify survey numbers. If a land parcel is marked as prohibited in the system, the registration must be rejected [1].
• Application Process: Future requests for freehold rights must be submitted through Swarna Gram or Swarna Ward Sachivalayams. These applications will be processed by RDOs or Sub-Collectors.
• Time-Bound Updates: The CCLA has been directed to update electronic revenue records within four weeks to reflect these changes.
• Assigned Land Rules: For assigned lands, registration is permitted if the assignment occurred before 2006 or if 20 years have passed for agricultural land and 10 years for house sites.

Restrictions and Appeals

The government remains strict on lands lacking legal heirs (approximately 25,486 acres) and those identified as water resources (3,517 acres of poramboke land), where the ban remains in place. However, a mechanism for appeals has been established: landowners can appeal RDO/Sub-Collector orders to the Joint Collector within 60 days, or file a revision application with the government within 90 days of a JC's order [2].
