I have a computer that meets the minimum system requirements and more including a TPM2 . I want to know if it is necessary to upgrade to Windows 11 or if it is just an option. Will applications drop support, will I lose features, etc.?

The documentation says that the TargetRefName can be updated when "PR retargeting feature is enabled" but I can't find this option anywhere and can't see any documentation about how to enable it either.
