The same project needs to behave consistently on developer machines, in CI and after deployment. Which versions, dependencies and configuration should be recorded?

Pin the compiler and dependencies, commit tsconfig and use a strict configuration appropriate to the codebase. Run typechecking in CI independently of bundling if the framework does not enforce it. Align module resolution with the actual runtime and build tool.
