Narrator verbosity enforcement on domain-joined Windows 8 without Group Policy support

Narrator verbosity configuration
Windows 8 ships with Narrator, and its verbosity levels (text, controls, hints) can be adjusted per user through the Ease of Access Center. In a regulated environment, we need to guarantee that Narrator always announces UI hints at a minimum verbosity level for compliance reasons.
Missing constraint
Under Computer Configuration → Administrative Templates → Windows Components → Narrator, there does not appear to be any policy to set or lock the verbosity level, and no documented registry value under HKLM\Software\Policies for it. Settings seem to remain per-user and freely changeable, which means a user could lower verbosity and lose required announcements.
Assume Windows 8 Pro/Enterprise, domain-joined, pre-8.1 behavior; later releases may differ and should be verified on the target build.
Questions
- Is there any supported mechanism (policy, registry, or MDM-style configuration) to enforce a minimum Narrator verbosity across all users on Windows 8?
- If not, is a logon script that resets Narrator settings per session a viable approach, or does it risk conflicts with updates or roaming profiles?
- Does Windows 8.1 or later introduce official policy control for this, making an upgrade the cleaner path?
