inotify event propagation across NFS client mounts: interoperability question

Goal: Determine whether an inotify watch placed on a directory mounted via NFS can reliably receive filesystem change events that occur on the NFS server or from other NFS clients.
The VFS allows the inotify_add_watch system call to succeed on many network filesystems, but the NFS client does not implement remote change notification, so watches often fire never or fail silently; behavior varies with kernel version and mount options such as noac or lookupcache, and there is no standard way to query event support at runtime.
Does the kernel return an error when creating an inotify watch on an NFS mount?
Are there any mount options or kernel configurations that enable event propagation from the NFS server to the client?
How can an application detect at runtime that inotify will not deliver events on a given mount?
