ImportError on multiarray import guard from numpy C-API version mismatch

In deployments where numpy's core multiarray import guard raises an ImportError for a C-API version mismatch, the failure surfaces at import time and is tied to validation in the multiarray C extension.
The component behavior is version sensitive. Numpy 2.0 renamed the internal package from numpy.core to numpy._core, so log patterns differ between 1.x and 2.x. The ABI compatibility direction also changed in numpy 2.0, reversing the prior build-against-oldest rule.
The traceback alone often does not identify which compiled dependent package triggered the guard, and the package named in the import chain is not necessarily the culprit.
What criteria distinguish pinning numpy to the version a compiled extension expects versus rebuilding or upgrading the dependent package? How can the offending compiled dependency be identified from import logs when the error originates in the multiarray guard? Is the numpy 2.0 ABI direction change sufficient to assume compatibility in mixed 1.x and 2.x environments?
