Does GitHub Actions report artifact upload time as a separate step duration?

Goal
Determine whether the built-in timing information shown for each workflow step in the GitHub Actions UI on GitHub.com isolates artifact upload and download duration, or rolls that time into the surrounding step, before deciding where to focus optimization.
Constraints and uncertainty
Step timing in the run UI reflects wall-clock time on the runner. Artifact actions are subject to the 2 GB per-artifact limit and network variability, and the documentation does not clearly state whether upload-artifact and download-artifact produce their own timed step entries or are absorbed into the job step that invokes them.
Does the UI display artifact transfer as its own timed step? If not, which log section or API field most accurately isolates artifact transfer time from surrounding command execution?
