Codecov Fork PR Comment Permission Setting Interaction

Goal: Determine whether a repository maintainer’s explicit approval of a forked pull request can override the global Codecov setting that controls whether fork PRs are allowed to post coverage comments.
The documentation states that the setting can be toggled to enable or disable the requirement for fork PR approval, but it does not clarify if the approval step is ignored when the setting is disabled, or whether the setting merely gates the approval mechanism itself.
Questions:
- If the "Allow fork pull requests to post comments" setting is disabled, does a maintainer’s approval still result in a Codecov comment being posted on the fork PR?
- When the setting is enabled, is maintainer approval the sole gate for comment posting, or are there additional conditions?
