Cloud Console 2023.12 Accessibility Update: Focus Still Escapes the Cloud Shell Editor Modal

Goal
After the Cloud Console 2023.12 update, which added full keyboard navigability, ARIA label improvements on the Resource Manager page, live region announcements in the bucket creation wizard, and a high-contrast theme toggle, I want a fully keyboard-operable workflow that includes editing files in Cloud Shell. The remaining gap is the Cloud Shell editor modal: focus trapping there is inconsistent, and focus sometimes escapes to background Console elements while the modal is open.
Constraints and uncertainty
The accessibility improvements appear to differ between the Console's stable and preview release channels, so the observed behavior may depend on which channel is active. There is also a concern that custom IAM policies restricting access to certain Console sections could hide accessibility-related UI elements and change screen reader announcement behavior, which complicates isolating the focus-trap issue. The Console footer version can confirm 2023.12 or later, but it is unclear whether the modal focus behavior is a known defect, a channel-specific regression, or a configuration side effect.
Questions
- Is the inconsistent focus trapping in the Cloud Shell editor modal a documented known issue in the 2023.12+ Console, and does it differ between the stable and preview channels?
- Can restrictive custom IAM policies actually suppress accessibility-related UI elements or live region announcements, and how would that be verified?
- What is the recommended way to report or track this kind of accessibility defect with Google so a fix lands in a specific Console release?
