Automatic Geolocation Time Zone Detection Default Setting

Linux Mint disables automatic geolocation time zone detection by default in the Time & Date panel. When enabled, the feature depends on geoclue2 and the GNOME Location Services stack, requiring explicit location permission under Settings → Privacy → Location Services and an active internet connection to map the current position to a tzdata region.
The unresolved design decision is whether the desktop edition should opt users into this behavior during initial setup or leave it disabled until manually toggled. Minimal installations may lack the geoclue2 daemon entirely, which can cause the option to appear available while failing silently without network access or location clearance.
Should automatic detection remain opt-in by default, and what conditions must be met before the system changes the time zone without user intervention?
