Windows 11 Dev Drive: ReFS Volume and Defender Performance Mode
Windows 11 Dev Drive uses ReFS and Defender performance mode to reduce build I/O latency but the trust model and filesystem limits mean it suits dedicated developer machines more than general laptops.

Problem: Builds Stall on the System Drive
If youve ever watched a npm install or a CMake clean build crawl to a halt on a fresh Windows 11 machine, the bottleneck often isnt the CPU or the package manager its the systems NTFS volume tangled with real-time antivirus scanning and fragmented cache writes.
What Dev Drive Actually Is
Windows 11 Dev Drive is a supported storage feature that creates a ReFS-formatted volume targeted at developer workloads such as source trees, build outputs, package caches, and container or VM disks, kept separate from the NTFS system drive. ReFS supports block cloning, which lets the filesystem duplicate file ranges cheaply; this is why dependency-heavy operations such as npm install, pip install, and artifact staging often see reduced overhead on a Dev Drive compared with NTFS.
When Dev Drive is created, Microsoft Defender performance mode is enabled by default on the volume. The scanner runs asynchronously rather than synchronously, which means file I/O during a build does not block waiting for scan completion. Microsoft frames this as appropriate for code and tools you control, not for arbitrary downloads or untrusted content.
Worked Example: Relocating a Package Cache to Dev Drive
- Create the Dev Drive. Open Settings System Storage Advanced storage settings. If the option appears, follow the wizard to use unallocated space or a new VHD (fixed or dynamically expanding, minimum ~8 GB). Alternatively, run the following in an elevated PowerShell or Command Prompt:
fsutil devdrv create D: 10737418240
Where to run: Elevated PowerShell or Command Prompt (run as administrator). Required permissions: Administrative privileges are needed to create a storage volume. Expected check: After creation, fsutil devdrv query D: should report the volume as a Dev Drive with the trusted designation enabled. Relevant risk: The command permanently claims disk space; if you later delete the volume, data on it is lost unless backed up.
- Enable Defender performance mode (if not automatic). The Dev Drive creation wizard typically enables it, but you can verify and toggle it via Settings Privacy security Microsoft Defender Antivirus Settings Real-time protection Manage rules Exclusions or by checking the volumes properties.
Relocate the cache. Set the environment variable to point at the new location. For npm:
npm config set cache D:\npm-cache
For a CMake project, you might redirect the build output directory in your CMakeLists.txt or pass -DCMAKE_BUILD_DIR=D:/build during configuration.
Compare timings. Run a clean build on the same project once with the cache on the NTFS system drive and once with it on the Dev Drive, noting the wall-clock time under identical cold-cache and warm-cache conditions. This is not a controlled scientific test factor in your specific dependency tree but it gives a practical sense of whether the move reduces latency for your workload.
The Honest Trade-Off
Dev Drive trades some real-time scanning immediacy for throughput. Because performance mode is asynchronous, a file that is genuinely malicious could linger longer in the scanners queue on the Dev Drive than on the system drive. Organizations with strict security policies should verify that enabling this mode complies with their requirements before redirecting build artifacts or package caches.
ReFS also differs from NTFS in compatibility. It is not bootable, and some third-party backup, sync, or antivirus tools may not fully support its block-cloning semantics. If you roam profiles, use cloud sync clients, or rely on specific backup software, check that those tools recognize the ReFS volume before committing critical source trees to it.
Finally, gains are workload-dependent. A project with millions of tiny source files and frequent cache refreshes may see a noticeable lift; a project that is I/O-light or already runs on a fast SSD may not benefit enough to justify the extra volume management.
Closing action: Open Settings on your Windows 11 machine, check whether a Dev Drive creation option appears under Storage, and if you have a dedicated developer machine or CI runner, create a small drive, relocate one cache directory, and benchmark a representative build. The feature is most valuable when you control the content on the volume and when the I/O profile of your build is the bottleneck, not the CPU.
